Types Of Surveillance

There are two general types of surveillance — mobile and fixed. Mobile surveillance can be conducted by foot or vehicle and in most cases a combination of the two; dependent on the subject's movement. Fixed surveillance is used when the subject is stationary or when all the essential information can be gathered in a single location.

Prior to determining what type of surveillance is to be used, the objective of the surveillance should be to properly identify the person, place or thing that is to be placed under surveillance; to complete a thorough and cautious, reconnaissance of the area from which the surveillance is to be conducted in, and to trace and locate the person, place or thing;

Mobile Surveillance — When at all possible, operatives should be familiar with the area in which they are going to be operating in. Individuals should be attired to fit their surroundings and vehicles should be "plain" by their nature exclusive of distinctive markings. License plates should also correspond to the locale. The vehicles as well as each person should have ample communication devices, i.e. secure radios and or mobile telephones. The number of people or vehicles used should be determined on a case-by-case basis, but a good rule to follow is in congested or city-type surroundings two operatives/vehicles, in small and more suburban-type surroundings, one operator is normally cost-effective.

Fixed Surveillance — Following the same guidelines as that for mobile surveillance, persons assigned to conduct fixed surveillance should be familiar with the area in which they are going to operate which again will determine the type, number, and kind of individuals to be used. In fixed surveillance, it is the person, place, or thing that remains stationary and is under observation.
